French Regulations
"Décret du 7 juillet 1992 modifiant la Nomenclature des installations classées" Organic peroxides and their preparations follow the French regulation "Installations classées pour la Protection de l'Environnement".
This regulation is applicable to production facilities (production and storage) (rubric 1211), and to user's facilities (use and storage) (rubric 1212) of organic peroxides (rubric 1210).
"Arrêté du 27 juin 1996 relatif à la classification des peroxydes organiques entre les différentes catégories prévues à la rubrique 1210 de la Nomenclature des installations classées pour la protection de l'environnement"
Organic peroxides Classification R, S R1: Products showing a risk of violent explosion R2: Products showing a moderate risk of deflagration R3: Products able to burst into flames without risk of deflagration S1: Thermal stability at temperature lower than 0°C S2: Thermal stability at temperature lower than 30°C S3: Thermal stability at temperature higher than 30°C
Every new product must be classified according to standardized tests. In France, these tests are usually performed by INERIS. Peroxides are classified in a risk category and in a thermal stability group. Safety requirements and characteristics of the storage building will depend on the amount of peroxide stored and on this classification.
"Arrêté du 15 Septembre 1993 relatif aux dépôts et ateliers utilisant des peroxydes organiques"
This regulation defines in addition some mandatory safety measures. There are three safety distances between organic peroxides storage and:
the property boundary (never less than 10 meters): D3
permanent workplaces: D2
occasional workplaces: D1
The safety distances depend on the amount stored and on the classification of the peroxide. When peroxides of different groups are stored together, the most stringent classification for all the peroxides should be used for the determination of the safety distances.
